●  Policy of Quality Control : –

This Quality Control’s plan represents our philosophy and strategic policy to control inspection and testing activities in installation and maintenance projects This plan has

been authorized for application in commercial/industrial projects , to meet the requirement of applicable regulatory and industry’s codes and standards , governing the administration and performance of surveillance, inspection and testing activities

– ASTM, ACI, AISC, UBC. NRMCA, IEEE, AASHTO…etc

This Quality Control’s Plan sets forth the fundamental elements of ASMEE’s

Quality Control Program. It is based on our extensive experience also , is rested  rigidly on our participation in capital projects for many years, that has provided valuable informations  for this manual.

This Quality Control’s Plan presupposes that the engineering’s design is developed for a particular function and has been verified to be correct and in compliance with all applicable Codes and Standards. Therefore, the purpose of the inspection and testing functions is to assure that materials, processes, and installations conform to the designs’ drawings and specifications within the specified tolerances. However, it is recognized that in actuality the product is influenced by variability in materials, processes and the human element. To overcome these potential negative consequences, the inspection and testing functions can provide a second-line of defense and assures the owner, designer and constructor that the work has been accomplished in full compliance with contract’s documents, specifications, codes, standards, drawings and procedures. The Quality Control’s

inspections and testing functions can be viewed as an investment in  end product,

they focus on : the guarantee of a quality end product, they focus on :

●Early problem detection to timely facilitate corrective action, thereby minimizing the amount of rework and avoiding potential schedule’s delays.

●Providing documentation to substantial work is in accordance with contract’s requirement .

● Increasing the confidence level so that the end product will be in accordance with

requirements.

Inspection : –

Quality Control’s Inspection Procedures/Instructions shall be prepared to provide inspection’s requirements of all items and services requiring inspection. The Quality Control’s Inspector will be responsible for performing inspection activities in accordance with the approved procedures/ instructions. Quality Control procedures shall include inspection checklists. Inspection checklists shall provide entries for documenting objective evidence of quality of the items, services and activities inspected .

Also shall sufficient provide inspection attributes to verify that activities have been completed in accordance with the specified requirements.

In accordance with contract’s requirements that QC system for this project will consist of the three-steps Inspection Procedure as outlined below:

√ Preparatory Inspection : –

Shortly, before starting construction to any new activity a Preparation Inspection shall be conducted.

At the preparatory inspection the following will be verified:

● All submittals required for the activity are approved.

● All materials and equipments required for the activity arc on-site, Also they have been inspected and complied with the approved submittals.

● All inspection’s procedures and checklists are approved and available.

● Testing procedures/specifications/tests” and equipments are available and calibrated.

● All supervisors who will perform the work are present and afull indicate understandin of the activity.

● All mock-ups and samples are examined to evaluate the level of quality needed.

● The construction group has tools, equipment and manpower to execute the work properly.

√ Initial Inspection : –

An Initial Inspection will be conducted at the very start of any new activity or as early

as a representative sample of work is accomplished to evaluate work performance .     At the time the QC and construction’s personnel will evaluate the work for :

● Standards of workmanship .

● Compliance with the specifications, drawings, standards and manufacturer’s recommendations.

● Agreement at Preparatory meeting is being incorporated.

● All inspections, checks, measurements and tests are being made and documented properly.

√ Follow – up or In – process Inspection

These inspections will be performed on recurring frequency to ensure that

the Sub-Contractor is proceeding in accordance with Sub-Contract’s requirements.

Note : The Contractor will be properly notified in advance to the Preparatory or initial Inspection.

General  Requirements : –

√ Planning

A review of the engineering specifications, drawings and associated documents shall be made, as early as possible, to assure acceptance of criterias for required inspection’s activities have been incorporated in. And with that they can be accomplished as specified. Corresponding Quality Control’s Procedures/Instructions shall be prepared to address the inspection’s requirements .

√Scheduling

Required Quality Control’s inspection’s shall be closely co-ordinate with the draftsman’s activities and the construction’s schedule.

Advance notice prior to the construction’s activities shall be given by the

Construction Division to the Quality Control’s Personnel to secure applicable inspections.

√ Pre – construction Verification

All permanent materials and equipments received at the job-site, will be visually

Inspected for proper identification and the detection of any physical damage prior to the installation to verify conformance with procurement documents.

√ Installation Verification During Construction

In-process inspections shall be performed during installation of items to verily

that requirements prescribed by procedures, specifications and drawings have been met. These activities shall be performed by the Quality Control’s Inspectors in a systematic manner, in order to assure proper inspection coverage, throughout

the installation’s process.

In-process inspection activities shall include, as appropriately, but are not limited to, the following:

i) Control of special processes, such as welding and non-destructive examination, when required.

ii) Inspection of work areas and in-process work activities.

iii) Installation checks, such as cleaning, flushing and conditioning. iv) Monitoring of subcontractor’s installation activities, if applicable

√ Non-conformance

Non-conformance Reports as applicable, shall be prepared and issued to

identify items that are not meeting Engineering’s requirements and requiring corrective

√Records

Records such as procedures, completed inspection checklists, test results, and calibration documents, shall be collected and maintained in accordance with contractual requirements.

Quality Control Plan’s Maintenance & Assessment of the Effectiveness, of the Inspection and Testing Programs:

It is recognized that a Quality Control’s Plan, once in place, must be considered

a “Living” set of documents. The nature of a quality inspection and testing program is such that it will generate a continuous flow of information, some are positive and others are negative, about the adequacy of the executed work. This information must be interpreted with all the causes of problems will be evaluated, and with attention

to always feed the data back into the plan in the form of revised procedures and instructions, modified trainings, or other programmatic changes which prevents recurrence of the problem and thus improves the overall quality and cost for effectiveness.
